INDONESIATODAY.CO.ID, JAKARTA – The draft revision of the Regulation of the Minister of Empowerment of State Apparatus and Bureaucratic Reform (PermenPANRB) number 13 of 2019 on the proposal, establishment and promotion of functional positions for civil servants is publicly tested.
This review is a form of human resources transformation, one of the objectives being the creation of agile government human resources.
The Assistant Deputy for Job Design, Planning and Human Resource Acquisition at the Ministry of Administrative Reform and Bureaucratic Reform (KemenPAN-RB) Aba Subagja, explained that this change could later be inserted into policies that could solve the problem.

“We will also discuss the performance evaluation process, no longer based on activity points, but from performance quality results, superior expectations and individual behavior,” Aba explained on Wednesday (13/7).
Aba stressed that this change would not harm any party, but would be an impetus for simplification.
He noted that there were three points of bureaucratic simplification. The first is a performance-based organizational structure. The second is a simpler or more efficient business process and is based on results and expertise.

The third point is the cascade of tasks, organizational functions in tasks and functions on the performance expectations of functional officials.
In the draft amendment, Aba explained, the performance of functional officials will be assessed, whether the official has met the expectations or targets of his superiors. Then there will be a performance evaluation based on the conversion of the predicate evaluation results.
